Staff called 111 - and spoke to out of hours duty doctor in the evening . We later tried to call back at 2116, 2118, 0129 and 0258 . 3 times receiving engaged tone and once voicemail. This is not acceptable when other homes have a duty mobile or more robust systems to answer incoming calls.
